I just read that the government have passed legislation that closes the rolls for new voters at 8pm on the very night the election is officially called.

If you don't want to use any code at all, LJ is clever enough to recognise you trying to give a link and will do it for you, but it needs the bit before the bit. If you paste a link into Internet Explorer or Firefox without the http:// bit, IE or Firefox assumes you meant http:// and puts it in for you but LJ comments isn't quite that bright.

If you want to use HTLM tags, which have the advantage of being prettier and giving more information, it works like this: The red bits are the code you have to use (the 'tag'), the blue bits are where you paste or type stuff (the content).
