If I'm trying to give people an out for being slack, lazy bastards, I'll say something about being concerned that email messages have gone missing since the articles they were supposed to have sent haven't arrived. It helps being able to threaten to give the (paying) work to someone else if I haven't heard from them by X date, though. I would make it clear that you've set aside Xday from xtime to ytime to work on the project, so things sent after that may not make it into the final product.
