I'm not justifying this Church sign, but I would point out that there are a couple of forms of Christianity. Under some, faith is all you need and works are irrelevant. (Salvation by faith only, not by good deeds.) In others faith is fundamental but must be expressed through works. (Works are not enough, consider faith as well). Both use the 'faith, not works' slogan.
